In 1983, police found the body of a 5-year-old-girl in a shallow grave in Antioch. Her clothing was neatly folded and stacked on her naked body. In 1988 there were two abductions--another in 1991. Law enforcement officials and the public believe they are dealing with a serial killer, a man who moves quickly and quietly through the smaller cities to the north and east. It isn't fiction. It's all too real and happening now in the bay area of cities north of San Francisco. The cop is Detective Harold Sagan of the Fairfield Department of Public Safety. The suspect is Timothy James Binder, a sewage treatment plant worker from Oakland whose IQ goes off the scale.
